Key facts
- Law 4502-IX (in force 16 January 2026) allows multiple citizenship only with states on a Cabinet list: 34 by 26 June 2026.
- We found no evidence that Argentina is on the list. Acquiring a non-listed citizenship gives a legal ground for loss of Ukrainian citizenship.
- Martial-law currency rules still block free transfers and investment abroad by individuals.
- Travel gain is moderate: Ukraine 142 destinations, Argentina 169 (Henley, July 2026).
- Cost: US$350,000 non-refundable, or a US$800,000 bond. Applications open in Q4 2026.
Many Ukrainian families have spent the war years rebuilding their lives across several countries. For some, a second nationality outside Europe is an obvious form of security, and Argentina citizenship by investment will reach them through advisers in Warsaw, Vienna and Dubai.
This guide starts with a warning, because the law changed in 2026 in a way that many summaries describe too simply.
The central issue: Ukraine’s list of countries
On 18 June 2025 the Verkhovna Rada passed the multiple-citizenship bill. It became Law No. 4502-IX and entered into force on 16 January 2026. Headlines said “Ukraine allows dual citizenship”. The detail is narrower:
- Multiple citizenship is permitted with states on a list approved by the Cabinet of Ministers.
- The criteria are EU membership or the imposition of sanctions on Russia in connection with its aggression.
- The law does not apply to Russian citizenship or to states that do not recognise Ukraine’s territorial integrity.
- An adult who voluntarily acquires the citizenship of a state that is not on the list has a legal ground to lose Ukrainian citizenship.
The list grew to 34 states by 26 June 2026, when Moldova was added. We have found no source showing Argentina on it as of 2 October 2026. Argentina is not an EU member, and we have not found an Argentine sanctions regime against Russia. On the stated criteria, it is unlikely to qualify soon.
Argentina itself allows dual nationality and would not ask you to renounce Ukrainian citizenship. The risk is entirely on the Ukrainian side. Our dual citizenship guide explains how the two systems interact.
Martial law and travel
Under martial law, men aged 23 to 60 remain subject to the exit ban. Men aged 18 to 22 were exempted by Cabinet Resolution 1031/2025. A second passport does not change these rules, and Ukrainian men should not assume that Argentine citizenship affects their obligations in Ukraine.
Funding the investment
The programme requires all funds to move through the formal financial system with a documented, lawful source. For Ukrainian residents that is a real obstacle.
The National Bank of Ukraine (NBU) is easing wartime currency controls in stages. From 11 August 2026 individuals may buy foreign currency by non-cash means up to UAH 200,000 a month. But free transfers and investment abroad by individuals are part of a later stage of the NBU roadmap and are not yet allowed.
In practice, a Ukrainian applicant would need funds that are already held abroad lawfully, with a clear record of how they got there. Do not use informal channels; they will fail Argentina’s traceability check and may breach Ukrainian law.
The mobility gain
| Destination | Ukrainian passport | Argentine passport |
|---|---|---|
| Schengen Area | Visa-free since 2017 | Visa-free, 90/180 days |
| United Kingdom | Visa required | ETA |
| Japan | Visa required | Visa-free |
| United States | Visa required | Visa required |
| Canada | Visa required | Visa, or eTA if you hold a US visa or a recent Canadian visa |
| Henley Passport Index, July 2026 | 142 destinations (#32) | 169 destinations (#16) |
The gain is real but modest, because the Schengen Area is already open to you. Argentina is not in the US Visa Waiver Program. See our Argentine passport guide.
Compliance and documents
- FATF: Ukraine is not on the FATF list of jurisdictions under increased monitoring after the June 2026 plenary.
- Apostille: Ukraine has been a party to the Hague Apostille Convention since 22 December 2003, and Argentina since 1988.
- Due diligence: Argentina’s Agency checks identity, source of funds, assets, jurisdictional risk, criminal and reputational background, and migration history. SIDE, the UIF and the Ministries of Security and the Interior take part, and Migraciones gives final approval. Wartime displacement can leave gaps in records; explain them in writing.
Tax
A new nationality does not change your tax residence anywhere. People naturalised through Argentina’s programme are not treated as Argentine tax residents solely because of the naturalisation; ordinary tests, such as permanent residence, apply. If you have lived in several countries since 2022, your tax residence may already be complex. Speak to a qualified adviser.
The legal caveat in Argentina
The investment route rests on DNU 366/2025. On 18 June 2026, Chamber III of the federal civil and commercial appeals court (the Volosh case) struck down the parts that give citizenship decisions to Migraciones. On 30 June 2026 the Cámara Nacional Electoral declared the whole decree unconstitutional. The government has appealed to the Supreme Court. For a Ukrainian, that means two legal uncertainties at once: one in Buenos Aires and one in Kyiv. See our legal status page.
Cost
The donation route is US$350,000 for the main applicant, plus US$100,000 for a spouse or each child aged 18–25 (single, without children) and US$25,000 for each child under 18. The official example, a couple with two minors, is US$500,000. The bond route is US$800,000; press reports say it is held for seven years at zero interest. See our cost guide.
Is it right for you?
Not now, for most Ukrainians. Unless Argentina appears on the Cabinet list, you would be risking your Ukrainian citizenship to gain a passport that adds the UK and Japan but not the United States.
Possibly, if you have already decided to give up Ukrainian citizenship, or a Ukrainian lawyer confirms that Argentina has been added. Even then, you need funds held lawfully outside Ukraine.
A private briefing can help you weigh this before you commit any money.
