This page records the official developments in Argentina’s Citizenship by Investment Programme, newest first. We update it as official developments occur: decrees, court decisions, government announcements and the publication of programme rules. Each entry is dated and links to its source. Where a report is not confirmed by an official source, we say so.
Where things stand on 10 October 2026
- The programme was launched in Paris on 2 October 2026. Applications open in Q4 2026.
- Two routes: a US$350,000 non-refundable contribution, or a US$800,000 programme bond.
- The legal basis, DNU 366/2025, was declared unconstitutional by the Cámara Nacional Electoral on 30 June 2026. On 24 September the Chamber granted the government's extraordinary appeal; the case is under study at the Supreme Court, with no decision yet.
- Not yet published: government fees, processing time, the application portal and bond redemption terms.
7 October 2026 — Citizenship decree case reaches the Supreme Court
The appeal over DNU 366/2025, the 2025 decree that moved citizenship decisions from federal judges to the Dirección Nacional de Migraciones and created the investment route, is now under study at the Supreme Court. On 24 September the Cámara Nacional Electoral granted the extraordinary appeal filed by the Ministry of National Security and Migraciones against its own June ruling. The Chamber found that a federal question was raised, rejected the claim of arbitrariness, and left any assessment of institutional gravity to the Supreme Court. As of 10 October 2026, no Supreme Court decision has been reported, and no implementing regulations for the programme have been published. See legal status.

2 October 2026 — Programme launched in Paris
Minister of Economy Luis Caputo and Chief of Cabinet Diego Santilli announced the Citizenship by Investment Programme at “Argentina Week” in Paris. Investors can choose a US$350,000 non-refundable contribution to the National Treasury or a US$800,000 subscription to a bond created for the programme; family members are added at US$100,000 for a spouse or a single child aged 18–25, and US$25,000 for a child under 18. The Agencia de Programas de Ciudadanía por Inversión evaluates applications with SIDE, the UIF and the Ministries of Security and the Interior, and the Dirección Nacional de Migraciones gives final approval. AP reports a seven-year holding period for the bond, and Infobae reports that it pays no interest (see our cost guide).

2 October 2026 — Opposition deputy announces a bill to ban the programme
On the day of the launch, Agustín Rossi, a national deputy for Unión por la Patria, said he will present a bill to prohibit the programme. He argued that it puts sovereignty at risk and could ease foreign purchases of sensitive land. A bill has no legal effect unless Congress passes it.

1 July 2026 — Government says it will appeal to the Supreme Court
Government sources told La Nación that the executive would appeal the Cámara Nacional Electoral’s ruling to the Supreme Court, through the legal department of the Ministry of Security. The government said the decree remains in force because the ruling is not yet final. It also said it would continue to develop the programme’s regulations regardless of the outcome. As of 2 October 2026 we have found no Supreme Court decision. Our legal-status guide explains the possible outcomes.

30 June 2026 — Cámara Nacional Electoral declares DNU 366/2025 unconstitutional
In the case of Liping Yang, a Chinese merchant resident in Entre Ríos, the Cámara Nacional Electoral declared DNU 366/2025 unconstitutional. The court held that citizenship is linked to political rights, and that Article 99(3) of the Constitution bars emergency decrees on electoral matters. It ordered citizenship cases to go before federal judges with electoral jurisdiction under Ley 346, and sent the ruling to all such judges to unify criteria. The case concerned ordinary naturalisation, but DNU 366/2025 is also the decree that created the investment route.
Late June 2026 — Press reports preview the terms
Before the official launch, several outlets reported on the programme’s expected design. Coverage relayed by The Public cited the Financial Times as reporting two options under consideration: a non-refundable contribution of about US$500,000, or about US$1 million in government bonds. The final figures announced on 2 October, US$350,000 and US$800,000, were lower. These reports were never official terms.

18 June 2026 — Federal appeals court rules against the decree’s citizenship provisions
Chamber III of the Cámara Nacional de Apelaciones en lo Civil y Comercial Federal, in the case of Yana Volosh, declared unconstitutional the provisions of DNU 366/2025 that moved the power to grant citizenship from federal judges to Migraciones. The court found that the executive had not shown the exceptional circumstances that Article 99(3) of the Constitution requires for an emergency decree. This ruling came 12 days before the better-known decision of the Cámara Nacional Electoral.

15 May 2026 — Reported technical agreement (unconfirmed)
Industry sources have reported that AMIGO Ltd, a group of investment-migration firms, signed a non-onerous technical collaboration agreement with the Agency on this date. We have not been able to confirm the agreement in an official source, so treat it as unverified. The official release of 2 October says only that international firms specialising in investment migration advise the government, without naming them. Henley & Partners has said separately that it held workshops with the government.

14 April 2026 — Master-consultant tender cancelled
The Ministry of Economy cancelled the international tender for a master consultant to design and operate the programme, by Resolution 522/2026. The resolution cited significant differences in the proposed approaches and said that continuing under current conditions could not ensure the coherence needed to implement the programme. The legal framework of DNU 366/2025 and Decreto 524/2025 was not affected. Forbes Argentina reported that an executive director was appointed in April 2026 to build the programme’s operating framework.

March 2026 — Four-firm consortium recommended
The tender’s evaluation commission recommended a consortium of Apex Capital Partners, AIM Global, Passport Legacy and Arton Capital, which scored 88 points. Henley & Partners was placed second, and four other bidders were eliminated. Henley & Partners and Latitude Consultancy later filed formal challenges. The tender documents projected up to 5,000 approved applications in the initial contract period.

December 2025 — International tender opens
In early December 2025 the government called an international tender for consulting and technical assistance to help the Agency run the programme. The contract was to last four years, or until the winning firm had issued 5,000 reports recommending approval. Bids were opened on 20 January 2026. The four-firm consortium that later won the evaluation estimated that the programme could attract more than US$2.5 billion.

31 July 2025 — Decreto 524/2025 sets the procedure
Decreto 524/2025, published in the Boletín Oficial, regulated the investment route. The Agency, a decentralised body under the Ministry of Economy, evaluates applications and coordinates with Migraciones, the UIF, RENAPER, SIDE, the Ministry of Justice and ARCA. Migraciones must decide within 30 days of the Agency’s report. The Ministry of Economy defines what counts as a “relevant investment”.

Late May 2025 — DNU 366/2025 creates the investment route
An emergency decree, DNU 366/2025, amended the 1869 citizenship law, Ley 346. It moved naturalisation decisions from federal judges to the Dirección Nacional de Migraciones. It also allowed naturalisation for a foreigner who makes a “relevant investment”, regardless of time of residence; ordinary naturalisation needs two continuous years of legal residence.

What to watch next
These are the developments that would change the picture most. We will add each one to this page when it occurs.
- The Supreme Court. A decision on the appeal against the Cámara Nacional Electoral ruling would settle, or reshape, the programme’s legal basis.
- Programme rules. The government has not yet published fees, processing times, the application portal, bond maturity and redemption terms, or any post-grant residence requirement.
- The opening of applications. The government has said applications open in Q4 2026. The exact date has not been announced.
- Congress. Any progress on Agustín Rossi’s proposed ban, or on a law to put the programme on a statutory footing.
- Travel access. Talks on Argentina’s return to the US Visa Waiver Program continue. Argentine citizens still need a visa for the United States.
How we report
We rely first on official sources: the Government of Argentina, the Boletín Oficial and court decisions. We use press reports to fill gaps, and we name the outlet when we do. We do not report rumours as fact. If you see a development we have missed, or you want to discuss what a development means for your own plans, you can request a private briefing.
