Key facts
- Residents pay on worldwide assets; non-residents pay on Argentine assets only, at 0.5% through a substitute taxpayer.
- Ley 27.743 (2024) cut the top rate from 1.5% for 2023 to 0.75% for 2026, and to a flat 0.25% from 2027.
- The 2025 non-taxable minimum was about ARS 384.7 million; the main-home exemption about ARS 1.35 billion.
- Argentine bank deposits and national government bonds are exempt.
- Citizenship alone does not make you liable; tax residence does.
Argentina’s impuesto sobre los bienes personales (personal assets tax) is an annual tax on wealth. It dates from 1991 and is set out in Title VI of Ley 23.966. Before the 2023 tax year it charged higher rates on assets held abroad than on assets in Argentina. The 2024 fiscal package, Ley 27.743, changed that.
This guide explains who pays, the current rates and how the tax interacts with the Argentina citizenship by investment programme, as of 10 October 2026. It is general information, not tax advice. Speak to an Argentine tax adviser about your own position.
Who pays
Article 17 of Ley 23.966 defines two groups of taxpayers:
- Residents pay on their assets in Argentina and abroad.
- Non-residents pay only on assets located in Argentina.
Since the 2019 tax year, residence for this tax follows the residence rules of the income tax law, not civil domicile (Ley 27.541). Undivided estates (sucesiones indivisas) are also taxpayers until the heirs are declared.
Article 19 lists what counts as located in Argentina. It includes real estate in Argentina, cars registered there, money and deposits held there on 31 December, and shares and securities of issuers domiciled there.
The tax is calculated on assets held on 31 December each year. Debts are generally not deducted, according to PwC.
The 2024 reform: rates by year
Ley 27.743, published on 8 July 2024, replaced Articles 24 and 25 of the tax law from the 2023 tax year. It removed the higher rates on foreign assets and set a declining scale. Residents now pay the same rate on Argentine and foreign assets.
| Tax year | Rates on assets above the threshold |
|---|---|
| 2023 | 0.5% to 1.5% (five brackets) |
| 2024 | 0.5% to 1.25% (four brackets) |
| 2025 | 0.5% to 1% (three brackets) |
| 2026 | 0.5% to 0.75% (two brackets) |
| 2027 onwards | Flat 0.25% |
The bracket limits are in pesos and are adjusted each year for inflation. A resident can credit wealth taxes paid abroad, but only up to the extra Argentine tax that the foreign assets cause (Article 25).
Taxpayers who had met all their obligations for 2020 to 2022, and who did not use the 2024 asset regularisation, get a reduction of 0.5 percentage points on their rate for 2023, 2024 and 2025 (Ley 27.743, Article 64).
Thresholds
For 2023, the law set a non-taxable minimum of ARS 100 million, and a separate exemption of ARS 350 million for the taxpayer’s main home. Both figures are adjusted each year for inflation.
For the 2025 tax year, the minimum was ARS 384,728,044.57 and the main-home exemption ARS 1,346,548,155.99, according to PwC and ARCA figures reported by iProfesional. At the official rate in early October 2026, about ARS 1,520–1,540 per dollar, the minimum is roughly US$250,000. The 2026 figures depend on the inflation index for October 2026 and had not been published at the time of writing.
Exemptions worth knowing
Article 21 exempts, among other things:
- Deposits in Argentine banks, in pesos or dollars, in savings accounts and term deposits.
- Securities issued by the Nation, the provinces, the municipalities and the City of Buenos Aires.
- Rural land held by individuals.
The REIBP: prepaying to 2027
Ley 27.743 also created the REIBP (Régimen Especial de Ingreso del Impuesto sobre los Bienes Personales), a voluntary prepayment regime:
- Who: individuals and undivided estates that were Argentine tax residents on 31 December 2023 (Article 46).
- How much: 0.45% of the net taxable assets at 31 December 2023, multiplied by five, covering the 2023 to 2027 tax years in one payment (Articles 50 and 52).
- What it gave: no further returns or payments for those years, and tax stability until 2038. From 2028 to 2038 the maximum wealth-tax rate for participants is 0.25% (Article 59).
- The catch: a participant who receives a gift from a non-participant relative before the end of 2027 may owe an additional tax (Article 61).
The option window closed in 2024. A person who becomes resident now cannot join. For a newcomer, the REIBP matters mainly if you plan gifts to a relative or spouse who joined it, because of the additional tax in Article 61.
Non-residents and the substitute taxpayer
A non-resident does not file. Instead, the Argentine person who holds, manages or has custody of the asset, such as a co-owner, a representative or the holder of the property, pays 0.5% of its value as a single and final payment (Article 26 and Ley 27.541). The threshold does not apply to non-residents, but PwC notes that no tax is due if the annual amount does not exceed ARS 255.75.
Two related rules:
- Shares in Argentine companies. The company itself pays 0.5% on the equity value attributable to its individual and foreign shareholders, and can recover it from them.
- Property held through foreign companies. Argentine real estate held directly by a foreign company, and that is unused, rented or used for leisure, is presumed to belong to individuals resident in Argentina (Article 26). Take advice before you buy through a foreign entity. Our property guide has more.
Local fideicomisos (trusts) follow a similar substitute system. See fideicomisos and trusts in Argentina.
Citizenship is not residence
The tax follows tax residence, not nationality. According to PwC, a person naturalised through investment is not treated as an Argentine tax resident solely because of that naturalisation. In practice:
| Situation | Personal assets tax position |
|---|---|
| New citizen, lives abroad, no Argentine assets | Nothing to pay |
| New citizen, lives abroad, owns a Buenos Aires flat | 0.5% a year on the flat, through a substitute taxpayer |
| New citizen moves to Argentina and becomes tax resident | Worldwide assets above the threshold, at the rates above |
A foreigner who lives in Argentina for reasons other than work becomes tax resident after 12 months, according to PwC. A resident’s worldwide portfolio then falls within the tax. On the rates scheduled for 2027, a resident with US$5 million of taxable assets above the threshold would pay about US$12,500 a year. Our article on tax residency and CBI explains the residence tests.
And the bond?
The government has not published the tax treatment of the US$800,000 bond on the investment route. Article 21 exempts securities issued by the Nation. If the bond is issued as a national government security, that exemption could apply to residents, but this is not confirmed. Model it conservatively; see the true cost of a zero-interest bond and the cost guide.
No federal inheritance tax
Argentina has no federal tax on gifts or inheritances. Buenos Aires province levies its own tax on free transfers above certain amounts, according to PwC. See our guide to forced heirship and estate planning.
