Comparisons

Argentina or Brazil? Same reach, very different routes

Brazil's investor visa is cheap and flexible, and its passport is as strong as Argentina's. But a Brazilian passport requires years of genuine residence and fluent Portuguese. That is the real price.

Key facts

  • Brazil investor residence: from BRL 500,000 (business) or BRL 1,000,000 (real estate; BRL 700,000 in the North and Northeast).
  • Brazilian naturalisation: 4 years of real residence, Portuguese and a clean record (1 year in some cases).
  • Argentina: citizenship from US$350,000 (non-refundable), applications open in Q4 2026.
  • Passports: Brazil 170, Argentina 169 destinations. Argentina's legal basis is under appeal (legal status).

Brazil and Argentina hold nearly identical passports. The two countries’ routes to those passports are opposites. Brazil asks for a modest investment and years of real life in the country. Argentina citizenship by investment asks for a large, non-refundable payment and, as far as published rules show, no residence at all.

Brazil’s investor residence

Brazil grants residence to foreigners who invest in a Brazilian company (BRL 500,000, or BRL 150,000 for innovation projects) or in property (BRL 1,000,000, or BRL 700,000 in the North and Northeast). The real-estate route starts with a four-year permit that can later become indefinite residence. In October 2025, Decree 12.657 changed how the rules are set: conditions now come from a joint act of the Justice and Foreign Affairs ministers rather than from the National Immigration Council’s resolutions.

The investment remains yours. Unlike Argentina’s US$350,000 contribution, a Brazilian company stake or apartment can be sold, subject to the market and the real. Adviser sources report a light upkeep rule of 14 days in Brazil every two years. Check the current ministerial act with Brazilian counsel, as the 2025 decree may lead to new terms.

The Brazilian passport: earned, not bought

Brazil has no citizenship by investment. Naturalisation under Article 65 of Law 13.445/2017 requires four years of residence, the ability to communicate in Portuguese, civil capacity and no criminal conviction. Article 66 cuts the period to one year for people with a Brazilian spouse, partner or child, among others. Nationals of Portuguese-speaking countries need one year of uninterrupted residence under the Constitution.

The key detail is in Decree 9.199/2017. The four years must come immediately before the application, total absences may not exceed 12 months, and owning property does not by itself prove residence. A VIPER holder who visits for two weeks every two years will not qualify. In practice, the Brazilian passport is for people who move to Brazil.

Since Constitutional Amendment 131 of 2023, Brazil allows dual nationality broadly: a Brazilian loses nationality only on express request. Argentina also allows naturalised citizens to keep their original nationality; see dual citizenship.

Mercosur and the two passports

Both countries apply the Mercosur Residence Agreement. But Article 2 covers naturalised nationals only after five years of that nationality. A new investor-citizen of Argentina cannot use it to move to Brazil at once; the VIPER or another Brazilian route is the way in during those years. The Argentine identity card is accepted as a travel document in Brazil. For more on the passports themselves, read Argentina vs Brazil: passport comparison.

Note. Argentina's programme rests on DNU 366/2025. Two appeal courts ruled against it in June 2026: the federal civil and commercial appeals court (the Volosh case, 18 June) and the Cámara Nacional Electoral (30 June). The government has appealed to the Supreme Court. See legal status.

Tax: a point for planners

Residence in Brazil can bring Brazilian tax exposure. Law 14.754/2023 taxes offshore financial income and the profits of controlled foreign entities of Brazilian residents at 15% a year. Argentine citizenship, by contrast, does not by itself make you an Argentine tax resident; the normal residence rules apply. See tax residency and CBI. Speak to a qualified tax adviser in each country.

Who it suits

Brazil suits people who will genuinely move to Brazil for business or family, who speak or will learn Portuguese, and who want to keep their capital. For them, VIPER is an inexpensive door, and citizenship follows after about four years.

Argentina suits people who want the same level of passport without relocating or learning a language, and who accept a non-refundable cost and an unresolved legal question.

The honest verdict

On passport strength there is nothing to choose. On cost, Brazil is far cheaper and recoverable. On effort, Argentina is far easier: Brazil’s citizenship requires four years of real residence, Portuguese and a clean record, and its rules on absences are strict.

If you plan to live in Brazil, the investor visa is the better tool and Argentina adds little. If you will not move, Brazil cannot give you a passport, and Argentina can, subject to the Supreme Court. Frequently asked questions

How much is Brazil's investor visa in 2026?

BRL 500,000 in a Brazilian company, BRL 150,000 for innovation projects, or BRL 1,000,000 in real estate (BRL 700,000 in the North and Northeast). The investment is yours and can be recovered, subject to market risk.

How long until Brazilian citizenship?

Law 13.445/2017 requires 4 years of residence, Portuguese communication skills and no criminal conviction. The period falls to 1 year for a person with a Brazilian spouse or child, and nationals of Portuguese-speaking countries need 1 year of uninterrupted residence.

Does the investor visa count towards naturalisation?

Only if you actually live in Brazil. The 4 years must come immediately before the application, total absences may not exceed 12 months, and owning property does not by itself prove residence.

Which passport is stronger, Brazil or Argentina?

They are almost equal. On Henley's index in 2026, Brazil scores 170 destinations and Argentina 169. Both enter the Schengen Area visa-free and both need a US visa.
