Argentina or Uruguay? Neighbours with different offers

Uruguay does not sell citizenship. It offers stable residence, a well-known tax holiday and, after years of living there, legal citizenship. Since 2026 the tax terms are tighter. Here is how it compares with buying an Argentine passport.

Key facts

  • Uruguay does not sell citizenship. Investment thresholds there relate to tax residence and the tax holiday.
  • Law 20.446 (published 8 January 2026) and Decree 188/026 tightened access to the 11-year tax holiday.
  • Legal citizenship after 3 or 5 years of residence; legal citizens are not treated as nationals on the passport.
  • Argentina: citizenship from US$350,000, with a court appeal pending (legal status).

Montevideo is a short ferry ride from Buenos Aires, and many wealthy Argentines have long kept a base in Uruguay. Foreign families often look at both. But the two countries now offer different products. Argentina citizenship by investment sells a passport. Uruguay offers residence, a tax regime and, after years of real presence, a form of citizenship with an important limitation.

The 2026 tax changes

Uruguay’s appeal to wealthy newcomers has rested on a tax holiday: new tax residents could exempt foreign-source investment income for a period of years. Law 20.446, the 2025–2029 National Budget Law promulgated on 16 December 2025 and published on 8 January 2026, changed how you qualify. Decree 188/026 regulates the detail.

According to an August 2026 note from Andersen in Montevideo, the law separates two questions: are you a tax resident, and do you get the holiday? From 2026, new residents who want the holiday of up to 11 years (the year of investment plus ten) must meet one of three tests:

  • Spend 183 days or more a year in Uruguay.
  • Buy urban real estate worth more than about US$2,100,000 after 1 January 2026, separate from any property used to establish tax residence.
  • Invest at least about US$105,000 a year for ten years in funds that finance productive, research or innovation projects.

Property outside the coastal departments counts at 150% of its value. Thresholds are set in Uruguay’s inflation-indexed unit (UI), so dollar figures move. When the holiday ends, residents may choose a reduced 6% effective rate for five years after a further investment, or a fixed annual payment for 20 years. Ask a Uruguayan tax adviser for current UI figures.

Citizenship in Uruguay: real, but different

Article 75 of the Constitution grants legal citizenship after three years of habitual residence for people with family in Uruguay, or five years without. A legal citizen cannot exercise citizenship rights until three years after the certificate.

Uruguay distinguishes natural citizens from legal citizens. A legal citizen is not regarded as a Uruguayan national, and the passport shows the country of birth in the nationality field. In practice, other countries may apply visa rules based on that birth nationality. We found proposals to change this, but no enacted reform as of 2 October 2026.

Argentina does not draw this distinction for its passport: a naturalised Argentine holds an Argentine passport with about 170 destinations. See our passport guide.

Mercosur: no shortcut for new citizens

Both countries apply the Mercosur Residence Agreement, and Uruguay’s Law 19.254 gives Mercosur nationals a faster path to permanent residence. However, Article 2 of the Agreement covers naturalised nationals only after five years of that nationality. A new investor-citizen of Argentina should not plan on Mercosur rights in Uruguay in the first years. The Argentine identity card is, however, accepted as a travel document in Uruguay.

Note. Argentina's programme rests on DNU 366/2025. Two appeal courts ruled against it in June 2026: the federal civil and commercial appeals court (the Volosh case, 18 June) and the Cámara Nacional Electoral (30 June). The government has appealed to the Supreme Court. See legal status.

Who it suits

Uruguay suits families who will live in the region, value political stability and want a tax regime for foreign investment income. Since 2026 it suits those willing to spend 183 days a year in the country, or to invest at the new, higher levels.

Argentina suits people who want a passport now, without moving. It also suits Uruguay-based families who want a full passport rather than a legal-citizen document, though Argentine citizenship does not by itself change anyone’s tax residence. See tax residency and CBI.

The honest verdict

These are complements more than rivals. Uruguay answers “where should we live and how will we be taxed?” Argentina answers “what second passport can we hold?” Uruguay’s 2026 reforms make the tax holiday harder to reach for people who do not really live there, and its legal-citizen rules mean the eventual passport is weaker than its ranking suggests.

Argentina’s offer is faster and simpler, but costs more in sunk money and depends on a Supreme Court decision. For a family that will spend real time in the Río de la Plata region, holding Uruguayan residence and Argentine citizenship can make sense together. Frequently asked questions

What did Uruguay's Law 20.446 change?

The 2025–2029 budget law separated tax residence from access to the tax holiday on foreign income. From 2026, new residents need 183 days in Uruguay, urban real estate above about US$2.1 million bought after 1 January 2026, or about US$105,000 a year for 10 years in qualifying funds to obtain the holiday, according to Andersen.

How long does Uruguayan citizenship take?

The Constitution allows legal citizenship after 3 years of habitual residence for people with family in Uruguay, or 5 years without. Legal citizens cannot exercise citizenship rights for 3 years after the certificate.

Is a Uruguayan legal citizen a Uruguayan national?

No. Uruguay distinguishes natural citizens from legal citizens, and the passport of a legal citizen shows the country of birth in the nationality field. This can affect how other countries treat the passport.

Can I combine Argentine citizenship and Uruguayan residence?

Yes, in principle. They are separate legal statuses. Mercosur residence rights for naturalised Argentines start only after five years of nationality, so use Uruguay's ordinary routes in the meantime and speak to a qualified adviser.
